FOR 5393: The future smart town

Die Forschungsgruppe „Die digitale Mittelstadt der Zukunft“ untersucht, wie Mittelstädte den Herausforderungen der Digitalisierung begegnen, und entwickelt digitale Instrumente zur Stärkung ihrer Lebensqualität. Dabei nimmt sie mit den Aspekten „Zivilgesellschaft und soziale Leistungen“, „Verwaltung und Politik“, „Wirtschaft und Energie“ sowie „Bildung und Kultur“ vier zentrale Strukturbereiche in den Fokus. Im Zentrum stehen Mittelstädte vor allem außerhalb von Metropolenregionen, die spezielle Spezifika aufweisen und im ländlichen Raum für ihre in der Regel 20 000 bis 100 000 Bewohnerinnen und Bewohner häufig starken Identifikationscharakter besitzen.

The "Kompetenzturbo Digitalisierung" project aims to increase the use of the eGov-Campus and to test various learning formats, including digital, hybrid, in-person, synchronous, and asynchronous formats, for different user groups. The goal is to enable responsible staff in public authorities to introduce and effectively use digital learning formats in the context of professional development. The target groups of the project are personnel developers, training officers, and executives.

E-Government Campus: Coordination of platform development and implementation, creation of use cases

The project e-GovCampus targets the development of a massive open online courses (MOOC)-platform, which will help to facilitate the development of the digitalization of the public sector in Germany. The main objective of both platform and project is to provide public officials with an educational offer, that enables them to develop their own skills in a location-independent, interactive and self-responsible fashion. The Chair for Information Systems is responsible for the project coordination. This firstly entails the conception and development of the platform, which includes the establishment and analysis of stakeholder requirements. Furthermore, activities are targeted to ensure the platform’s sustainable impact, closely related future-proof business models and appropriate marketing efforts to ensure the existence of the platform even beyond the period of public financing.

Next to coordinating the project e-GovCampus, the Chair for Information Systems and Information Management is also heavily involved in creating content for the online learning platform. Several research undertakings concluded, that Process Management is severely important for the success or failure of digitalization-endeavors in the public sector. With the course “Process Management in Public Administration”, learners will be given all necessary knowledge they need to create and maintain efficient processes. The content focuses, for example, on the analysis of existing processes, the modeling of to-be-processes, Process Management Systems and the most recent developments in the field of software-supported process management. All material is tailored to the public administration sphere.
