MOTO – Designing for Autonomy and Complexity in Open All-Day Schools

Abstract: From 2026, families in NRW will have a legal right to a place in an open all-day school (OGS), intensifying coordination demands in already complex school environments. The MOTO project (Modular Organizational Tool for Open All-Day Schools), funded by the BMFTR through the DATIpilot program, develops a socio-technical system to support daily operations in OGS settings. Beyond its practical goals, MOTO serves as a research case for designing and evaluating information systems with unconventional users (in this case, children). The project raises questions around self-efficacy, autonomy, and digital visibility in sensitive, public-sector contexts. The talk invites discussion on theoretical framing and methodological approaches to transform this real-world initiative into a scientific contribution.

Short Bio: Niklas is a research assistant at the Chair of Digital Innovation and the Public Sector at the University of Münster. His research focuses on digital public services and digital transformation of public sector organizations. In the BMFTR-funded project MOTO, he investigates how digital tools can support coordination in open all-day schools. His work explores information systems beyond traditional office environments, focusing on public-sector contexts and user groups such as children and gray-collar professionals, who are often overlooked in mainstream IS research.
