Contribution to growth. European Public Procurement. Delivering economic benefits for citizens and businesses
Abstract
This study assesses the impact of recent EU public procurement legislation on strategic goals such as cross-border procurement, SME participation, and competition. Based on the assessment of the most recent TED dataset SME participation in procurement is increasing in most countries whereas cross-border contracting and competition are still areas where further improvement is needed. Therefore, we propose digital end-to-end processes, interoperability, and a one-stop shop procurement portal as well as an improved management of data quality. This document was prepared for Policy Department A on request of the Committee on the Internal Market and Consumer Protection.
