IT-supported Strategic Management in Municipal Public Administration in Brazil

This paper discusses an approach for an IT-support to strategic management in Brazilian municipal public administrations (MPAs). It derives a set of distinctive requirements to strategic management in MPA and refines Brazilian specific demands in a discussion of Brazilian MPA peculiarities. We then introduce BASIS an approach of linking a public administration specific adaption of the well-known concept Balanced Scorecard with project management support and discuss whether and why its application in Brazilian MPAs is appropriate. We evaluate the BASIS approach against the aforementioned set of requirements. It could be shown that BASIS delivers valuable support for Brazilian MPA in fulfilling the tasks of Strategic Planning and Control.
