Organizational factors influencing the decision of a public organization’s human resource department to implement a professional development platform

Zusammenfassung

Despite the growing use of digital learning platforms, public organizations often fail to realize their full potential with regard to professional development. While prior research mainly focuses on usability, acceptance, or design aspects of platforms, the organizational conditions for a successful implementation remain underexplored. To address this gap, we apply the Technology–Organization–Environment framework to develop propositions on organizational factors influencing the decision to implement a professional development platform in public organizations. To investigate these propositions in the future, we intend to conduct an online survey targeting human resource development professionals in municipalities. We potentially contribute to a better understanding of organizational readiness and the factors influencing decision-making in the context of digital transformation with a focus on competence development in public organizations.
